Section 12 Commissioning surveillance

12.1 Module requirements

12.1.1 The purpose of this module is to verify that the WTs in case of IEC 61400-22 Wind turbines – Part 22: Conformity testing and certification projects and the wind farm and its installations in case of IECRE OD-502 Project Certification Scheme projects are commissioned in accordance with their design documentation.

12.1.2 Surveillance should be primarily undertaken by review of records, as a minimum confirming that:
  • the commissioning instructions provided by the WT and other manufacturers, as applicable, are adequate;
  • the instructions provided by the WT and other manufacturers, as applicable, are followed during commissioning; and
  • the final commissioning reports are complete.

12.2 Guidance on input requirements

12.2.1 The applicant is expected to provide the certification body with the WT and other manufacturers’ commissioning instructions, the project’s commissioning procedures and the commissioning reports.

12.3 Evaluation methodology

12.3.1 LR’s evaluation will consider the WTs and other wind farm installations, as applicable by the selected certification scheme.

12.3.2 LR will review the commissioning instructions described in Ch 2, 12.1 Module requirements to confirm that the commissioning instructions provided by the WT and other manufacturers are adequate and sufficient to demonstrate compliance with the applicable parts of the IEC 61400 standard series. This review should be completed before the start of any commissioning activities.

12.3.3 As required by Paragraph 9.13.2, IEC 61400-22 Wind turbines – Part 22: Conformity testing and certification and Paragraph 7.12.2, IECRE OD-502 Project Certification Scheme, LR will attend commissioning of one WT for the project, or if the project comprises 50 or more WTs LR will attend commissioning for 2 per cent of the WTs (actual number to be rounded up). LR attendance will include witness of critical commissioning activities. Additional attendance can be undertaken if required by the customer. Critical commissioning activities may include the following items:
  • mechanical completion;
  • witness function testing of key systems such as emergency stop systems (safe shutdown);
  • pitch and yaw systems;
  • brake systems;
  • test of WT generator for normal operation and grid loss;
  • control systems (e.g. SCADA);
  • HV commissioning/energisation and electrical system testing; and
  • tower damping system (where applicable).

12.3.4 LR will then review the commissioning reports (supplemented by witnessing of critical commissioning activities for the sample of WTs as outlined in Ch 2, 12.3 Evaluation methodology 12.3.2) to confirm that the WT manufacturer’s instructions have been followed during commissioning; and that the reports are complete.
