Section 2 Why the NS Software Rules are Required

2.1 General

Prior to the introduction of the NS Software Rules, LR’s Rules for Software-based systems were specified by Vol 2, Pt 9, Ch 8, 5 Programmable electronic systems (PES) in the Rules and Regulations for the Classification of Naval Ships, January 2017, which has two tiers of assessment, Software Quality Plans (SQP) review and Software Conformity Assessment (SCA). Feedback from clients and design support offices is that the Software elements of the PES Rules are difficult to apply. Further, this approach does not clearly reveal the level of risk at the ship system level associated with the use of Software in any given application.

Currently, there is limited system level analysis to define the level of risk that is being assigned to or mitigated by Software. This makes it difficult to determine suitable assurance measures to be applied to the Software-based systems on board.

It has also been reported that uncontrolled Software upgrades have caused significant technical problems. Naval clients have expressed concern that the Software in their systems is subject to insufficient control and testing.
