9. A ship need not comply with paragraphs 1 or 2 if the master reasonably decides that the exchange would:

A) increase the vessel’s fuel consumption B) threaten the safety or stability of the ship, its crew, or its passengers C) delay arrival at the next port by more than 24 hours D) reduce the ship’s draught below the minimum required
