7. With regard to the established working language, each seafarer shall be required to:

A) Understand and, where appropriate, give orders and instructions and to report back in that language B) Hold a certificate of proficiency in English issued by the Administration C) Sign the ship’s log-book confirming fluency in the language D) Communicate with the pilot in an official language of the flag State
