2. In establishing appropriate minimum safe manning for every ship to which chapter I applies, the Administration shall:

A) Accept a confidential manning assessment prepared by the company B) Follow a transparent procedure, taking into account the relevant guidance adopted by the Organization C) Apply the working language recorded in the ship’s log-book D) Follow the procedure set out in regulation IX/1
