Section 1 Survey requirements

1.1 General

1.1.1 The Survey requirements are given in Vol 1, Pt 1, Ch 3, 2 Annual Surveys – Hull, machinery and optional requirements of the Rules and Regulations for the Classification of Naval Ships (hereinafter referred to as the Rules for Naval Ships).

1.1.2 A survey checklist (Form 2113(N)) has been prepared in accordance with the Regulations and should be used for all surveys, see Ch 24 Appendix 5 Form 2113(N).

1.1.3 Salt-water ballast tanks should be internally examined, and if extensive corrosion is found, gauged as necessary. Any tanks which must be examined annually will be indicated in the Memoranda.

1.1.4  Vol 1, Pt 1, Ch 3, 2 Annual Surveys – Hull, machinery and optional requirements of the Rules for Naval Ships, states that the Surveyor is to examine the ship at Annual Surveys “so far as is necessary and practicable”, in order to be satisfied as to its general condition. The intention is that Surveyors should be satisfied that the vessel remains ‘in Class’. If any parts of the structure are found to be materially reduced or otherwise defective, special attention should also be paid to corresponding areas of the structure in other spaces and any defects are to be made good or other satisfactory arrangements made.

1.1.5 In the case of an incomplete survey, the outstanding items are to be noted on the Interim Certificate and the new date of survey is to be recommended for assignment upon completion. Items should be reported as outstanding when they have been examined and found to require remedial action which cannot be dealt with at the time of survey. A suitably worded Condition of Class should also be considered.

1.1.6 Where the survey is being carried out concurrently with a Continuous Special Survey cycle, it will be necessary to complete those requirements of the Annual Survey which have not been covered by the Continuous Survey.

1.1.7 Upon satisfactory completion of the Annual Survey, the Certificate of Class is to be endorsed.

1.1.8  Vol 1, Pt 1, Ch 3, 2.1 General 2.1.2 and Vol 1, Pt 3, Ch 4, 4 Watertight doors and hatches in watertight subdivision boundaries of the Rules for Naval Ships indicate the requirements for bow, inner, side and stern doors and ramps. At Annual Surveys the doors and associated equipment should be examined to confirm a satisfactory condition and the survey checklist should be used when carrying out the Survey. Particular attention should be paid to the structure in way of the door, sealing arrangements, hinging, cleating and securing arrangements for any signs of cracks, corrosion and deformation. A function test should be carried out on these doors and ramps.

1.1.9  Vol 1, Pt 1, Ch 3, 2.2 Hull 2.2.3 of the Rules for Naval Ships includes a requirement that the anchoring and mooring equipment and arrangements be examined as far as is practicable. Surveyors are to examine the anchors, chain cables and capstan/windlass as far as is practicable in order to confirm the equipment is in satisfactory condition. For those ships where mooring ropes are required in accordance with the Rules for Naval Ships, then the Surveyors should also examine the mooring ropes to confirm that they are in a satisfactory condition. One anchor should be lowered and raised as far as practicable.

1.1.10 In order to verify the watertight integrity of the hull both externally and internally, the C11(N) should be verified against actual arrangements. Where a significant proportion of the arrangements on the C11 are found in a satisfactory condition, the extent of survey of the remaining items will be to the Surveyor’s satisfaction. Items not covered by a survey are to be listed in the report.

1.1.11 In general, external boundary and internal bulkheads or decks are required to be watertight up to the vertical limit of watertight integrity, see Vol 1, Pt 3, Ch 2, 1 General of the Rules for Naval Ships. The location of this limit can usually be found in the ship’s stability information or drawing listed on the C11(N).

1.1.12 The complete C11(N) should be verified against arrangements at every Special Survey.

1.1.13 Where repairs or modifications are carried out to existing appliances, a suitable test is to be carried out to ensure watertightness or weathertightness as appropriate.

1.1.14 The ship’s draughts are to be recorded on the survey checklist Form 2113 (N), see Ch 24 Appendix 5 Form 2113(N). Where they are in excess of the design draught, the LR Naval liaison office is to be advised.
