Section 7 Conduct of survey

7.1 Conduct of survey

7.1.1 It is important to attend before repairs, alterations or additions are commenced in order that the reason for the work may be fully understood. It is necessary to discriminate between repairs on account of damage and those attributable to wear and tear, and to determine whether work is being effected at the instigation of the Owner/Naval Authority or in accordance with previous recommendations by the Surveyors.

7.1.2 If it is considered that repairs are required, the Owner’s/Naval Authority’s Representative should be advised without delay. If the Owner/Naval Authority feels that the Surveyor’s recommendations are unreasonable, he is entitled to ask for further attendance by a Senior or Principal Surveyor. In the event of continued absence of agreement the Owner/Naval Authority may appeal to LR Headquarters but, should the opinion of the Surveyor be upheld, the Owner/Naval Authority is responsible for all fees and costs in connection with the additional survey.

7.1.3 Recommendations and observations should be made only to the Owner’s/Naval Authority’s representative.

7.1.4 When, in the opinion of the Surveyor, essential repairs are not being done, or are being improperly effected, the Owner/Naval Authority is to be promptly advised. If this unsatisfactory situation continues LR Headquarters should be advised urgently, and the Owner/Naval Authority should be made aware that this has been done and that the class may be jeopardized.

7.1.5 Immediate notice must be sent to the LR Naval liaison office if a ship leaves port without the Surveyor’s recommendations having been carried out.

7.1.6 Any structural alterations are subject to the Surveyor’s approval where they affect classification or the ship’s notations and any alterations and additions necessitating changes in the Register Book are to be reported.

7.1.7 Where it is considered necessary to recommend additional strengthening to the hull structure because of suspected weakness, the appropriate Plan Approval office is to be advised in order that the circumstances may be fully investigated.
