Section 3 Framework goals

3.1 Goal based hierarchy

3.1.1 The Submarine Assurance Framework defines a hierarchical set of Goal based requirements relevant to the design, construction or maintenance of a submarine. The requirements relate to key safety related aspects of submarine design, construction and maintenance consistent with those defined in the NSubC and are to be agreed as appropriate and sufficient for the purposes of the project by the key project stakeholders.

3.1.2 As is common with Goal based requirements, the framework provides Functional Objectives which are considered to satisfy the Goals. Performance Requirements are provided which are considered to satisfy the Functional Objectives.

3.1.3 The Performance Requirements are qualitative and independent of technical or operational solutions, which allows a range of solutions to be proposed, justified and accepted. Performance Requirements are satisfied through the application of appropriate project specifications, Rules, Codes and standards which are selected and proposed by the designer, builder or maintenance organisation. The relevance and application of the project specifications, Rules, Codes and standards to and during the design, construction and maintenance of the submarine will be independently verified by LR.
