Hazard
As sugar dissolves in water, ingress of water may result in the creation of
air pockets in the body of the cargo with the ship's motion. The hazards are then
similar to the hazards presented by cargoes which may liquefy. In case of ingress of
water into the holds, the risk to the stability of the ship through dissolution of sugar
(formation of a liquid base and shifting of cargo), should be recognized. This cargo is
highly soluble.
