Circular

1 The Marine Environment Protection Committee, at its seventieth session (24 to 28 October 2016) and the Maritime Safety Committee, at its ninety-seventh session (21 to 25 November 2016), under their respective purview, recognizing the urgent need to amend the Survey guidelines under the harmonized system of survey and certification (HSSC), 2015 (resolution A.1104(29)) (Survey Guidelines) in accordance with the amendments to SOLAS, as adopted by resolution MSC.386(94), and MARPOL Annexes I, II, IV and V, as adopted by resolution MEPC.265(68), and the International Code for Ships Operating in Polar Waters (the Polar Code), as adopted by resolutions MSC.385(94) and MEPC.264(68), to ensure the consistent and effective implementation of relevant IMO instruments, particularly for ships operating in polar waters, approved amendments to the Survey Guidelines, for ships operating in polar waters, as prepared by the Sub-Committee on Implementation of IMO Instruments, at its third session (18 to 22 July 2016), as set out in the annex. The Polar Code will enter into force on 1 January 2017.

2 The Committees agreed that the annexed amendments would be incorporated into the next consolidated set of amendments to the Survey Guidelines to be adopted by means of an Assembly resolution, as appropriate.

3 Member States are invited to apply the annexed amendments to the Survey Guidelines, and to bring them to the attention of all parties concerned.
