2.1.1 A suitable process is to be adopted that will identify, analyse, evaluate and manage
hazards associated with the operation of the submarine, systems and equipment in all
reasonably foreseeable, normal, abnormal and emergency operating conditions.
2.1.2 The tolerable level of risk is to be established and agreed with the Naval
Administration.
2.1.3 Assessments are to be undertaken at several levels: whole boat, for key functions,
systems and equipment during the full lifecycle of the submarine design.
2.1.4 The impact of modifications, changes or degradation of the submarine on the safety
and assumptions used in the risk assessment are to be evaluated.
