1 Unless expressly provided otherwise, this chapter
applies to all ships to which the present regulations apply and to
cargo ships of 300 gross tonnage and upwards.
2 This chapter does not apply to ships to which
the present regulations would otherwise apply while such ships are
being navigated within the Great Lakes of North America and their
connecting and tributary waters as far east as the lower exit of the
St Lambert Lock at Montreal in the Province of Quebec, Canada.footnote
3 No provision in this chapter shall prevent the
use by any ship, survival craft or person in distress, of any means
at their disposal to attract attention, make known their position
and obtain help.
