Section 1 Introduction

1.1 Why this Guidance?

1.1.1 The International Maritime Organisation (IMO) adopted Resolution MEPC.328(76) with an entry-into-force date of 1 November 2022. This Resolution amended MARPOL Annex VI and introduced the requirement for an Energy Efficiency Existing Ship Index (EEXI) for both new and existing ships, reflecting the amount of CO2 generated per tonne-mile (cargo carrying capacity).

1.1.2 To achieve compliance with the new EEXI requirements, many ships will need to make changes to their systems to improve their energy efficiency. Engine Power Limitation (EPL) and Shaft Power Limitation (SHaPoLi) are the two possible overridable power limitation solutions that shipowners and operators might consider.

1.1.3 Where an EPL or SHaPoLi solution is proposed to be implemented, the EPL or SHaPoLi equipment is to be approved by both the Flag Administration and by the Classification Society prior to installation on board.

1.1.4 This Guidance Note is focused on Lloyd’s Register’s (hereinafter referred to as LR) Classification requirements for the approval of EPL and SHaPoLi equipment. Survey requirements are not included in this document and will need to be discussed and agreed with the LR Survey Team.

1.2 Who is this Guidance for?

1.2.1 This Guidance is intended for shipowners and ship operators seeking approval for the installation of EPL/SHaPoLi equipment on board specific ships, for diesel engine or steam turbine Original Equipment Manufacturers (OEMs) seeking approval for EPL/SHaPoLi (as applicable) equipment as part of their OEM product offering, and for third party equipment suppliers seeking approval of their EPL/SHaPoLi product.

1.3 Overview

1.3.1 The installation of EPL or SHaPoLi equipment on board requires two different approvals:

  • Flag (Statutory) approval: this is to verify that the EPL/SHaPoLi equipment satisfies the EEXI requirements defined in MEPC.335(76) 2021 Guidelines on the shaft / engine power limitation system to comply with the EEXI requirements and use of a power reserve. This is to be carried out by the Flag Administration for the vessel or by a Recognised Organisation (RO) on their behalf, such as LR.
  • Classification approval: this is to verify that the installation of EPL/SHaPoLi equipment will not interfere with the safe operation of the ship either during normal operation or in the event of a failure of the limitation device, in accordance with the general requirements for the design and construction of machinery defined in the Rules and Regulations for the Classification of Ships (or related applicable LR Rules).

1.3.2 This Guidance focuses on the Classification approval requirements for installation of EPL/SHaPoLi equipment on ships classed with LR.
