An Administration may exempt any vessel which embodies features
of a novel kind from any provisions of the Guidelines the application
of which might impede research into the development of such features.
Any such vessels should, however, comply with safety requirements
which, in the opinion of the Administration, are adequate for the
service intended and are such as to ensure the overall safety of the
vessel.
The Administration which allows any such exemptions should
list the exemptions on the Flag State Verification and Acceptance
Document (FSVAD) and communicate to the Organization the particulars,
together with the reason therefore, so that the Organization may circulate
the same to other Governments for the information of their officers.
