1 The Maritime Safety Committee, at its eighty-third
session (MSC 83/28, paragraph 4.34) in October 2007, requested Member
Governments and organizations with consultative status to submit to
the Organization details of ships operating either without AIS or
with AIS incorrectly configured, reported by ships entitled to fly
their flag. Such details should include, where possible, ship name,
IMO number, call sign, date, position (latitude and longitude), and
details of the anomaly. The Secretariat was requested to promulgate
such information by means of an MSC circular on a quarterly basis.
2 The Secretariat continues to receive monthly
AIS discrepancy reports on vessels found to be transmitting incorrect
AIS data. Analysis of the information shows that, in the majority
of cases, the errors relate to the transmission of the wrong IMO number,
MMSI (Maritime Mobile Service Identity), call sign and name for a
particular ship. These information items relate to fixed or static
information, which is entered into the AIS on installation and need
only be changed if the ship changes its name or undergoes a major
conversion from one ship type to another.
3 Member Governments and international organizations
are invited to note the information provided in the monthly AIS discrepancy
reports for the period October to December 2013, as set out in the
annex, and bring them to the attention of all parties concerned.
