Section 2 Submissions

2.1 Documentation to be submitted for all EPL/SHaPoLi equipment

2.1.1 For all EPL/SHaPoLi equipment, irrespective of the limitation method, the information below is to be submitted to LR:

  • Statement confirming that the propulsion system remains compliant with applicable Minimum Power requirements (e.g. Ice Class requirements). The statement should indicate the applicable minimum power requirement and the power limitation with EPL/SHaPoLi (MCRlim). Any cases for which the Minimum Power is not achievable will be specially considered.
  • An overview of the operation of the EPL/SHaPoLi equipment, including details of how activation of the power limitation override will be recorded in the Onboard Management Manual (OMM), the expected time to override and the reset procedure for the correct re-positioning of the limiter to MCRlim.
  • Statement confirming that the propulsion system remains compliant with Pt 5, Ch 8, 2.11 Restricted speed and/or power ranges of the Rules and Regulations for the Classification of Ships (or related applicable LR Rules) based on maximum revolutions per minute of the limited power curve (MCRlim). The statement should indicate the original rated power (MCR), the limited power (MCRlim) and the barred speed ranges. This is also to indicate that the limited power (MCRlim) remains sufficiently separated from the barred speed range (≥ 20 per cent). Where this cannot be readily demonstrated, a new Torsional Vibration Calculation (TVC) will be required.

2.1.2 The documentation above may be submitted together with the OMM and EEXI Technical File if these are both reviewed by LR or may be submitted separately.

2.2 Additional documentation to be submitted for mechanical EPL equipment

2.2.1 For simple mechanical EPL equipment (i.e. a limiter bolt) no additional information is generally required. Other mechanical arrangements will be subject to special consideration.

2.3 Additional documentation to be submitted for electronically controlled EPL/SHaPoLi equipment

2.3.1 For electronically controlled engines where the EPL or the SHaPoLi is implemented by means of modification to the controlling software, the following information is to be submitted to LR for acceptance:

  • The project-specific software modification plan.
  • An impact analysis which identifies the effect(s) of the proposed modification. The results of the analysis are to be used to inform the extent of verification and validation that is to be applied. This analysis is to consider both the local impact and, where applicable, the system level impact of the modification.
  • Configuration management records that satisfy the requirements of ISO 10007 Guidelines for configuration management, to demonstrate the traceability of the proposed modification.
  • Factory acceptance, integration and sea trial test schedules as determined by the impact analysis mentioned above.
  • Updated documentation as detailed in Pt 6, Ch 1, 1.2 Documentation required for design review 1.2.5 of the Rules and Regulations for the Classification of Ships.
  • The verification and validation activities undertaken for the amended software are to demonstrate that the modified functionality performs as expected and that the modification has not unintentionally modified functionality outside the scope of the modification.

2.3.2 Where the EPL or the SHaPoLi is implemented by means of a separate device that limits engine power without any changes to either the engine control system or the bridge control system, the following information is to be submitted to LR for acceptance:

  • Description of operation with explanatory diagrams.
  • Line diagrams of control circuits with the lists of monitored and control points.
  • Details of alarms and warnings to be presented by the user interface, including the category assignments in accordance with the IMO Code on Alerts and Indicators, 2009, the intended operator response and the message to be presented.
  • Test schedules (for both works testing and sea trials) which should include methods of testing and test facilities provided.
  • Failure Mode and Effects Analysis (FMEA) identifying the failure modes that may impact normal operation of the approved engine and bridge control systems. The consequences of operating the device are to be established and documented. In cases of device failure, it is to be ensured that Pt 6, Ch 1, 2.6 Bridge control for main propulsion machinery 2.6.8 of the Rules and Regulations for the Classification of Ships are complied with.
  • The arrangements made for ensuring that inadvertent operation of the device is prevented along with visual indications at the relevant control station(s) when the device is operated.
  • Where the device incorporates a programmable electronic system, the documentation detailed in P 6, Ch 1, 1.2 Documentation required for design review 1.2.6 of the Rules and Regulations for the Classification of Ships is additionally to be submitted.

2.3.3 Where the EPL or the SHaPoLi is implemented by means of modifications to the remote control system of mechanically controlled engines, details of the modifications and proposals for their testing are to be submitted for approval. The modifications are to be carried out under survey, and the installation and testing are to be conducted to the Surveyor's satisfaction.

2.3.4 The documentation above may be submitted together with the OMM and EEXI Technical File if these are both reviewed by LR or may be submitted separately.
