The Conference,

 RECOGNIZING the need for urgent and special measures to enhance maritime safety and the desire of Contracting Governments to bring these measures into force as soon as possible,

 HAVING ADOPTED chapter XI of the 1974 SOLAS Convention comprising four regulations to be brought into force in accordance with the provisions of article VIII(b)(vi)(2)(bb) and (b)(vii)(2),

 NOTING that the measures now included in chapter XI are of a very special nature to enhance maritime safety,

 NOTING FURTHER that it is undesirable, due to their special nature, that the provisions of that chapter be frequently amended,

 EXPRESSING its view that the best way of achieving this aim would be to ensure that amendments to chapter XI are adopted only by a Conference of Contracting Governments,

 RECOMMENDS that all future amendments to the provisions of chapter XI should be adopted only by a Conference of Contracting Governments in accordance with the provisions of article VIII(c).
