Background

 The volumetric heeling moment for a cargo hold which is “filled" and trimmed in accordance with regulation 3(a), is based on a grain shift of 15°. It is to be especially noted that there is only one condition which is deemed to be “filled". Any other condition, even one which is only minimally different, is considered to be “partly filled", and the volumetric heeling moment should be based upon a 25° grain shift. It is evident that the volumetric heeling moment curves in some grain loading booklets do not recognize this distinction. They show the uppermost point on the volumetric heeling moment curve for the partly filled compartment to be coincident with the volumetric heeling moment for the filled compartment. The following guideline is intended to caution those involved in the preparation of grain loading booklets, against making this error.
