3.6.6 All downflooding openings the lower edge
of which is submerged when the unit is inclined to the first intercept
between the righting moment and wind heeling moment curves in any
intact or damaged condition should be fitted with a suitable watertight
closing appliance, such as closely spaced bolted covers.
3.6.7 Where flooding of chain lockers or other
buoyant volumes may occur, the openings to these spaces should be
considered as downflooding points.
