1 Risk assessment

  1.1 The implementation of security measures for non-SOLAS vessel operations should be informed by a risk assessment. Such a risk assessmentfootnotemay be conducted by Member States or other authorities or by the vessel owners, operators and users.

  1.2 A tool to assist with undertaking risk assessments is attached as the Appendix to annex 1.
