Background

  Regulation 11(a)(ii) permits alternatives to the use of maximum permissible heeling moments. However, experience now indicates that most grain loading booklets contain curves or tables of maximum permissible heeling moments. Thus, ships using alternative methods are a small minority and suffer additional training problems due to use of non-standard methods and, also, a lack of facilitation whenever compliance with the regulations is verified by port authorities.
