1 Introduction

1.1 The purpose of these Guidelines is to provide a uniform basis for the establishment and introduction of plans for co-operation between passenger ships and SAR services in accordance with regulation V/15(c).

1.2 These Guidelines are applicable to all passenger ships trading on fixed routes to which SOLAS chapter I applies. They are relevant to the safety management system (SMS) which is required to be maintained by passenger ships, in accordance with the International Safety Management (ISM) Code and could also be taken into consideration for passenger ships trading on fixed routes in the domestic trade.

1.3 The Guidelines serve the overall aim of having in place a triangular emergency response network of ship, company and SAR service which work instantaneously in an emergency.
