Section 1 Overview of the process

1.1 Introduction

1.1.1 Conventional certification for any technology or product demands the satisfactory completion of a verification and validation set of assessments before the issuance of a certificate. These evaluations are conducted against a set of acceptance criteria in keeping with a defined set of recognised codes, standards, or normative rules.

1.1.2 While conventional certification processes are appropriate for mature technologies, these cannot be applied for assessing novel or innovative technologies, or a mature technology that has an element of innovation introduced. An alternative approach is therefore required to assess these technologies to provide confidence that their technical specifications meet the requirements for the intended operational environment, and any unknowns associated with the deployment of these technologies are suitably addressed.

1.1.3 The certification of these novel technologies is undertaken through the technology qualification process. Essentially, it consists of an evidence-based three-stage process, as illustrated earlier (see Figure 1.1.1 Overview of Certification through Technology Qualification).
  1. Technology Verification.
  2. Technology Validation.
  3. Performance review.
